It is an institution whose main goal is to protect and defend the rights and freedoms of citizens from the actions of any administration.
All performances are free and do not need the assistance of a lawyer or attorney.
There is an Ombudsman for Spain and there is an Ombudsman in most Autonomous Regions.

- La Oficina Permanente Especializada (The Permanent Specialized Bureau)
The Permanent Specialized Bureau is a specialized and permanent body within the National Disability Council in charge of promoting equal opportunities, non discrimination and universal accessibility.
Provides counselling, legal advice, research and analysis of queries or complaints made by people with disabilities regarding non-discrimination.

Consejo para la Promoción de la Igualdad de trato y la no discriminación de las Personas por el Origen Racial y Étnico (Council for the Promotion of Equal Treatment and Non Discrimination of People by Race or Ethnicity)
It works under the Secretary of State for Equality, and it was created by Law 62/2003, on Tax Administrative Measures and Social Order.
Its functions are:
• Providing independent assistance to victims of racial or ethnic discrimination, either directly or indirectly, in pursuing their claims.
• Performing analysis and studies and publishing independent reports on ethnic or racial discrimination.
• Promoting measures for equal treatment and elimination of ethnic or racial discrimination, developing appropriate recommendations and proposals.
• Developing and adopting an annual report of Council activities and submitting it to the head of the Ministry of EqualityThese services are accessed through the Network of Assistance Centres, which consists of a group of Social Entities that provide this public service.

It works under the Secretary of State on Immigration and Emigration.
It offers the service of the Centro de Recursos Antidiscriminación (CREADI) (Anti-Discrimination Resource Centre) and provides information on public and private entities from all Autonomous Regions who have services for victims of racism and xenophobia and serve and guide victims of racial discrimination.
