3.6 Health Sphere

Spain has a universal, public and free healthcare system.

Unregistered foreigners unauthorized as residents in Spain:

Foreigners unauthorized as residents in Spain will receive health care of the following types:

  1. Emergency health care due to serious illness or accident, whatever its cause, until being discharged.

  2. From 09-01-2013, foreigners under eighteen years old, residents in Spain, as stated in the 3rd article of the Law 16/2003, of the 28th of May, will have access to public health care by the SNS to the same extent as people insured; being the user contribution type for the demanded service portfolio provisions of the SNS the applicable to the active insured persons.

  3. From 09-01-2013, foreign pregnant women as stated in the 3rd article of the Law 16/2003, of the 28th of May, will have the right to be provided health care during pregnancy, birth and postpartum by the SNS to the same extent as people insured, being the user contribution type for the demanded service portfolio provisions of the SNS the applicable to the active insured persons.

By autonomous communities:

Andalusia

Free and worldwide health care through a medical document with temporary recognition which guarantees its access to the public health system in Andalusia

Aragón

Free health care as long as the beneficiaries have been registered in the Community at least three months before and don´t have any other insurance by any other Administration or cannot export the right to health care from their origin country.  Besides, their incomes must be less than two times and a half the annual IPREM (less than 16,000 euros a year). The term is twelve months, extendable under the same conditions.

Asturias

Free and worldwide health care through an administrative procedure to register foreigners without economic resources registered in Asturias in the Population and Health Resources Information System (SIPRES). This procedure means that any foreigner without resources living in the Principality, regardless their administrative situation, can be added to the data base to assign him a health center and a doctor of reference if he demands it, so his access to the autonomic health services is assured.

Balearic Islands

Free health care through a sworn statement about his situation and lack of resources. They are added to the health computer system and obtain a valid document for the community of the Balearic Islands for a year, which is renewable.

Canary Islands

Free health care through a medical card as long as they can prove to collect less than532 euros a month and to be registered in the Canary for over a year.

Cantabria

Free health care to illegal immigrants who are registered in the Autonomous Community for at least three months, regardless of their income.

Castilla la Mancha

Free and worldwide health care through a medical card which could be demanded in writing in the health center or in electronic format through the SESCAM website. The SESCAM medical card will be valid for twelve months and could be renew by the applicant.

Castilla y León

Free and worldwide health care by granting a medical card.

Catalonia

Free health care which authorizes the access to the whole basic services portfolio (emergency, primary and specialists) to all foreign citizens who accredit to be registered for three months. Immigrants who comply with the requirement will receive a medical card like the official one, which should be renewed after a year, and which ensures them full health coverage in the Catalonian network.

Extremadura

Free and worldwide health care through a document which offers them the right to health care.

Galicia

Free health care through a medical card and the requirements to get it are two. The first of them, to be registered in the locality where they live for a minimum time of 183 days. The second one, do not have income higher than the ones stated by the Public Income Indicator of Multiple Effects (Iprem) in Spain or in their origin country, an amount of approximately 535 Euros a month.

La Rioja

The Public Health System of La Rioja provides health care to all illegal immigrants who demand it and, after that, issues the appropriate invoice to get paid by that service, except for minors, pregnant women and in emergencies.

Community of Madrid

Free and worldwide health care through a specific document.

Navarra

The Legislation of Free Health Care in Navarra recognizes the residents in the community, including foreigners and illegal residents, the right to primary or specialized free public health care.

Basque Country

The Basque Health Service offers an individual medical card (TIS) certifying registration for a year and an income lower than the Income Security (RGI).

In the case of pregnant women who have been living in Euskadi for less than a year, they will have the same right to health care during the pregnancy, birth and postpartum, as well as people under 18. The regulation states that the rest of immigrants who have not been registered for more than a year or have an income higher than the RGI, will also be attended in Osakidetza free of charge in case of emergency or public health problems. In other cases, patients should deal with the resulting costs.

Region of Murcia

Free and worldwide health care through a specific document.

Community of Valencia

Free health care as long as they are of legal age and do not have medical coverage in any other country along with the requirement of being registered in the Community at least three months before the SIP application.
